C/O Form EUR.1 (Certificate of Origin Form EUR.1) is an official document certifying the origin of goods, issued by competent authorities under the EU-Vietnam Free Trade Agreement (EVFTA). This certificate allows Vietnamese exports to benefit from preferential tariffs when entering the European Union (EU).

According to the Ministry of Industry and Trade, in 2023, the usage rate of C/O Form EUR.1 reached 35.2%, underscoring its importance in promoting exports to the EU market.

 

Importance of C/O Form EUR.1 in EVFTA

  • A mandatory requirement to enjoy preferential import tariffs ranging from 0–100% under the EVFTA.
  • Certifies that the goods meet the origin rules of the EVFTA.

Issuing Authorities of C/O Form EUR.1

In Vietnam, the Ministry of Industry and Trade and regional Export-Import Management Departments are the designated authorities for issuing C/O Form EUR.1. Businesses can apply directly or via the e-CO system at https://ecosys.gov.vn.

Application Process for C/O Form EUR.1

1. Required Documents:

  • Application form for C/O issuance
  • Completed C/O Form EUR.1
  • Commercial invoice
  • Bill of lading / transport documents
  • Customs declaration
  • List of materials and export permit (if any)
  • Supporting documents proving origin

 

2. Submission Steps:

  • Register an account on the e-CO system
  • Submit information online or directly
  • Pay the processing fee 
  • Wait for review (typically 3–8 working hours)
  • Receive the issued C/O Form EUR.1

 

EVFTA Origin Rules

Four main criteria:

  • Wholly obtained origin: Goods fully produced in Vietnam
  • Product-specific rules (Annex II – EVFTA)
  • Regional Value Content (RVC): 40–60%, depending on product
  • Change in Tariff Classification (CTC): Change at 2, 4, or 6-digit HS code level

 

Supporting principles:

  • Accumulation between Vietnam and the EU
  • De Minimis: Allows up to 10% of non-originating materials
  • Based on FOB or EXW value
  • Enterprises must retain origin documentation for at least 3 years from the date of issuance
