Vietnam remains one of the largest steel exporters in Southeast Asia, with annual export volumes reaching tens of millions of tons.
According to the Ministry of Industry and Trade, Vietnam exports steel to over 50 countries, including the US, EU, China, India, Japan, and ASEAN nations.

As of September 2025, Vietnam’s iron and steel export value reached USD 496.95 million, up nearly 15% month-on-month.
While global demand stays relatively stable, Vietnam’s steel export market is increasingly impacted by foreign trade defense and anti-dumping measures.

 

Vietnam Steel Export to the EU: 12.1% Anti-Dumping Duty

On September 26, 2025, the European Commission (EC) officially imposed anti-dumping duties on hot-rolled steel products imported from Vietnam, Egypt, and Japan.

  • Applied duty: 12.1% for Vietnam
  • Effective date: From September 25, 2025
  • Exempted companies: Hòa Phát Group and its subsidiaries

Impact on Vietnam steel exports to the EU:
Enterprises other than Hòa Phát will face the 12.1% duty, reducing their competitiveness in the EU market.
Exporters are advised to review Certificates of Origin (CO) and ensure supply chain transparency to avoid being subject to higher taxes due to suspected transshipment.

On October 17, 2025, the Department of Foreign Trade (DFT) of Thailand issued a final decision to impose anti-dumping duties on cold-rolled and cold-rolled stainless steel imported from Vietnam.

  • Duty range: 9.95% – 29.8% CIF
  • Duration: 5 years
  • Product group: Steel coils, sheets, and strips with thickness 0.3–3 mm and width ≤ 1,320 mm

Impact:
Vietnamese exporters — particularly those exporting cold-rolled coils — will need to adjust FOB/CIF prices to maintain profit margins.
Origin verification risks have also increased significantly, especially for products using Chinese-sourced raw materials.

 

Vietnam Steel Export to the US: Ongoing Tight Supervision

The United States continues to maintain anti-subsidy and anti-dumping measures on corrosion-resistant steel exported from Vietnam.
According to the U.S. Department of Commerce (DOC), duties effective from August 29, 2025, range from 88.98% to 110.21%, depending on the manufacturer.

Export volume:
In 2024, Vietnam exported around 180,000 tons of steel to the US, accounting for roughly 2% of total export turnover — limited due to high tariff barriers.
Despite challenges, the US remains a high-value market for Vietnamese exporters that meet strict technical and origin standards.

China is Vietnam’s second-largest export destination for steel, mainly for construction steel and hot-rolled coils (HRC).
In Q3 2025, Vietnam’s steel exports to China rose by about 8% year-on-year, driven by recovering construction demand and competitive FOB prices.
However, Chinese steel exports to Vietnam remain significantly higher, adding regional competitive pressure.
