What is the ATIGA Agreement?

The ATIGA (ASEAN Trade in Goods Agreement) is ASEAN’s Trade in Goods Agreement, signed on February 26, 2009, and effective from May 17, 2010. It provides a key legal framework to facilitate the free flow of goods within ASEAN, building on CEPT/AFTA with the aim of gradually eliminating tariffs in the 0–5% range.

Which countries are part of ATIGA?

ATIGA applies to all 10 ASEAN member states: Vietnam, Thailand, Malaysia, Singapore, Indonesia, the Philippines, Brunei, Cambodia, Laos, and Myanmar. Together, the agreement creates a vast single market of more than 600 million people.

ATIGA Upgrade 2025

In 2025, ASEAN finalized negotiations on the upgraded ATIGA, aiming to sign the improved version at the 47th ASEAN Summit in October 2025. The ATIGA Implementation Committee in June 2025 reaffirmed its commitment to complete the upgrade this year, while also considering Timor-Leste’s accession, promoting the “ASEAN Tariff Finder” platform, and improving ATIGA’s adoption rate.

Indonesia proposed completing 15 out of 17 upgraded chapters, focusing on circular economy, supply chain connectivity, MSMEs, and environmental sustainability. Malaysia highlighted that the upgraded ATIGA, together with the Digital Economy Framework Agreement (DEFA), will strengthen regional integration and support small and micro enterprises.
