According to current regulations, exporting wooden furniture products requires compliance with plant inspection and insect eradication procedures. Specifically, for wooden furniture, completing the procedures requires businesses to submit timber origin documents for customs authorities to verify.
Proving the legal origin of timber is the most crucial step for customs clearance and exporting wooden furniture to international markets.
Customs Procedures for Wood Exports
Customs procedures for wood exports are divided into two types: natural wood and industrial wood, with the following processes:
1. Customs Procedures for Exporting Natural Wood
When exporting natural wooden furniture products after processing, companies need to submit legal timber documents according to the regulations in Circular 01/2012/TT-BNNPTNT dated 04/01/2012. The documents include:
Purchasing from domestic wood processing plants:
– Sales invoices as per state financial regulations.
– Timber declaration confirmed by the local forestry inspection agency.
Purchasing from farmers:
– Timber declaration confirmed by local authorities such as commune or ward people’s committees.
Importing raw timber from foreign countries:
– Customs declaration for imported raw timber.
2. Customs Procedures for Exporting Industrial Wood
For products made from industrial wood, export procedures comply with Circular 38/2015/TT-BTC, not included in the list of prohibited exports.
Confirmation of Timber Origin before Export
Certifying the legal origin of timber is extremely important in the process of exporting wood overseas. Confirming timber origin before export is clearly regulated in Decree 102/2020/ND-CP, including:
– Confirmation subjects: Enterprises belonging to Group I as exporters of wood shipments.
– Confirming authority: The forestry inspection agency at the district level or higher.
– Legal timber origin confirmation documents: Forms printed according to Appendix I, form 04, timber export declaration prepared by the shipment owner, printed according to forms 05 or 06 of Appendix I of Decree 102/2020/ND-CP.
