Export Procedures to Thailand (Updated 2025)

The export process from Vietnam to Thailand consists of nine key steps as outlined below.

Step 1: Apply for an Export License

  • First-time exporters must apply for an export license from the relevant ministry or authority.
  • Companies with a proven export record to Thailand are generally exempt from re-application.

Step 2: Prepare Goods for Export

  • Verify product quality, quantity, packaging, and labeling per international standards.
  • Labels must clearly indicate origin, barcode, and expiry date (if applicable).
  • Pallets should comply with ISPM 15 heat-treatment standards.

Step 3: Choose a Transport Method or Freight Forwarder

Depending on shipment type and Incoterms, exporters may select:

  • Road freight: fast, cost-efficient, ideal for the Vietnam–Bangkok route.
  • Sea freight: suitable for bulk or heavy cargo (FCL/LCL).
  • Air freight: for high-value or time-sensitive shipments.

Once the method is confirmed, both parties sign a transportation contract for shipping goods to Thailand.

Step 4: Customs Declaration in Vietnam

File the electronic export declaration via VNACCS/VCIS or ECUS5 software.

The customs system will assign inspection channels:

  • Green line: automatic clearance.
  • Yellow line: document review required.
  • Red line: physical inspection of goods.

Step 5: Pay Export Duty (if applicable)

Most products exported to Thailand enjoy a 0% export duty under the ASEAN Free Trade Agreement (AFTA) and RCEP.
Exporters must present a valid C/O Form D to obtain preferential tariff treatment.

Step 6: Customs Clearance & Shipment to Thailand

Once cleared, cargo is transported via the selected route:

  • By road: through Huu Nghi, Lao Bao, or Moc Bai border gates.
  • By sea: from Haiphong, Cat Lai, or Da Nang ports to Bangkok or Laem Chabang.
  • By air: from Noi Bai or Tan Son Nhat airports to Bangkok (Suvarnabhumi Airport).

Step 7: Import Procedures in Thailand

The Thai consignee submits an import declaration to the Thai Customs Department, providing:

  • Import license (if required)
  • HS code, C/O Form D, invoice, packing list, and other documents
Proper preparation ensures fast clearance and no shipment delay.

Step 8: Unloading and Domestic Delivery in Thailand

After customs clearance, goods are delivered to the buyer’s warehouse, factory, or designated site.
A signed Proof of Delivery (POD) confirms completion of the order.
